Spectrum Consultants, Inc. is a fleet management consulting firm specializing in the application of proven fleet management techniques to federal, state, local government and private fleet organizations. We are a leading provider of consulting services and most consistent and longest serving company of its kind in the U.S. The company was founded by Michael E. Corbett in 1982 in Southern California and now has offices in San Diego and South Florida. Spectrum's fleet management consultants are all former fleet managers and are on staff as associates and regularly participate in a full range of assignments.
National Newsletter (Top)
Spectrum is the publisher of California Fleet News, a fleet management newsletter now in its 28th year of publication. There is also an electronic edition that debuted in 2000. Readership numbers over 6,000 fleet managers and policy makers across the nation.

Through all work products, Spectrum encourages a philosophy of fleet management in the U.S. that is gaining wide acceptance. That is, fleets must be competitive in the marketplace of fleet services and perform to a high standard. We have been successful in developing comprehensive fleet management programs for our clients and selling them to upper management. These programs are both customer and market-driven.
Publications (Top)
Spectrum publishes the Best Practices and Performance Measures Manual, the first compilation of best practices in the industry. Considered a landmark publication, the manual includes over 100 best management practices and 85 performance measures. A fourth edition is being prepared for publication in 2005. Other publications include the “Model Fleet Policy and Procedures,” “Model Service Agreements” and “Model Operator Handbook.” The Series on Fleet Competitiveness is also a publication of California Fleet News Publishing.

Spectrum and California Fleet News regularly sponsor one-day seminars across the U.S. addressing the issues of fleet competition, privatization, strategic planning and reengineering fleet management operations. Of interest, the Public Fleet Managers Association (PFMA) of Washington, Oregon and Canada has sponsored our seminar on competitive fleet management the past four years. Spectrum professionals presented at two sessions of the 2000, 2001 and 2003 APWA International Public Works Congress’ in Louisville, Philadelphia and San Diego.
